Strengthening the role of NPHAs in emergency preparedness and response with multilateral health organizations
Ata Health partnered with a leading multilateral health organization in a 16-month global initiative to strengthen the role of National Public Health Agencies (NPHAs) in emergency preparedness and response (EPR). We supported 10 country research teams studying NPHA governance and its implications for EPR performance, and produced research on the drivers of NPHA performance in EPR in humanitarian settings and the landscape of institutional financing for NPHAs. We designed and helped our partner execute the first global mapping of EPR functions across national institutions, with a focus on the role of NPHAs. With the University of New Mexico Project ECHO, we transformed an existing webinar series into an interactive global discussion platform, enabling peer learning among NPHA leaders and technical staff. Finally, a central product of this initiative was the first global capability framework for NPHAs in EPR, defining the essential capabilities required for effective preparedness, response, and resilience across diverse country contexts. The framework was informed by large-scale consultations with NPHA leaders across six global regions, ensuring it reflects practical experience, diverse governance models, and real-world operational needs.
