Ata Health supported a multilateral health organization to develop the first global capability framework defining the essential capabilities National Public Health Agencies (NPHAs) can maintain to effectively prepare for and respond to public health emergencies. Through robust research, technical synthesis, and structured stakeholder engagement, we defined core capabilities aligned with global emergency priorities and facilitated consultations with NPHA leaders and regional partners across six global regions to ensure the framework reflected diverse governance models and operational realities. The resulting framework serves as a high-level policy and benchmarking tool to strengthen institutional capacity, improve uptake of evidence-based practices, and advance emergency preparedness and response systems worldwide.
